The 3rd of June was a day of conference between the head of the "Russkiy Mir" foundation's (translates as "Russian World") regional programmes and head of the Rossotrudnichestvo agency, G.D. Toloraya and M.Y. Popov respectively, with the management of the leading tertiary level institution in Malaysia – Universiti Teknologi MARA. The parties had created a basis for signing an Agreement of cooperation in the construction of a Russian Centre at the university.

Universiti Teknologi MARA is currently the leading national educational organization, which boasts strong ties with international educational centres worldwide. Since 2004 the university has an ongoing program in preparing Malaysian students for studies in Russian universities, the main part of which consists of the mastering of the Russian language, culture and history of our country. Students of this preparatory program are required to undergo over 300 language course hours over a period of 9 months. Up to this date, this program has prepped over a thousand students, all of whom have either graduated or are still undergoing studies in Russia.

The RCSC maintains a close working relationship with Universiti MARA, and regularly organizes cultural and educational events for its students, who are constant guests at the cultural centre.

Universiti Teknologi MARA is interested in the Russian centre as a one-stop resource base, training system and communication platform, which provides diversified information on the Russian language that can be readily accessed by students, teachers and researchers alike.

It has been decided that the university's Russian centre will be equipped with printed, audio and video materials from Russia under such themes as "Arts and Culture", "Science", "Education", "Russian language", "History", "Society", and "Contemporary Russia".

Thus, the main activities at the Russian centre would be: educational (to provide programs and courses in the Russian language), informational and creative.
