EDUCATION IN RUSSIA

Russia is a relatively new but becoming popular destination for Malaysians to pursue higher education studies. In August 2001 Malaysian Government recognized the Diplomas of five Russian Higher Medical Educational Institutions in the cities of Moscow, Kursk, Nizhny Novgorod and Volgograd. Currently, there are more than 1,600 Malaysians studying medicine in Russia.More and more Malaysians look at the possibilities of aerospace, biotechnology and other technical studies in Russia. The Russian educational system has gained profound theoretical and practical experience in training foreign specialists. Foreign students have been studying in Russian universities since 1865. Nowadays about

60,000 students from more than 100 countries of the world pursue their studies in Russia on fee-paying basis. Besides, each year up to 4,000 foreign students get Russian scholarships.

EDUCATION SYSTEM

Formal education in Russia starts at the age of 6 - 7 and comprises 4 years of primary general education, 5 years of basic general education and 2 - 3 years of full secondary education (or high school). All those who successfully complete full secondary education (11 years) can sit for entry exams to higher educational institutions in Russia or continue their education abroad.Higher education courses are available for academic and professional studies at universities, academies and institutes. Every year, a total of 600,000 Russians and foreign students are admitted to 900 Russian higher educational institutions with academic staff of 220,000 full professors, associate professors, lecturers, etc. There are three levels of higher education studies in Russia:
- Level I generally lasts 2 years. This level concentrates on compulsory fundamental courses in the given disciplines. Students after Level I may either continue their studies or, if they choose not to, leave with an intermediate diploma.
- Level II marks the continuation of studies for additional two years leading to a Bachelor’s degree. Consequently, this first academic degree entails four years of study.
- Level III represents next educational level common to both the Master Diploma and the Specialist Diploma.
Courses and Degrees
The Russia's higher educational system offers a wide range of study and research programs designed to meet every possible academic need of students and scholars. These include:
- Preparatory/foundation courses which provide foreign students with intensive Russian language training and refresher courses in the chosen academic subjects (arts and humanities, social studies, science, engineering, medicine);
- Intermediate diploma courses;
- Full Bachelor’s degree programs (B.A. or B.Sc.):
- Full Master’s degree programs (M.A. or M.Sc.);
- Master’s degree programs for graduates already holding a Bachelor’s degree;
- Special full-time courses for visiting students who commence and/or will complete their degree at a foreign higher education institution;
- Doctoral programs (PhD. and DSc.);

ACADEMIC YEAR

The academic year lasts ten months from September 1 till June 25 of the following year. It is divided into 2 semesters with one break from January 25 to February 6.

ENTRY QUALIFICATIONS

Students are required to have the educational level equivalent to the complete secondary education in Russia. Their results on basic subjects are to be not less than 80 per cent of the highest marks level and good marks on other subjects. The gap between the time of graduation from school, college or technical college and the time of entering any of the higher education institutions of Russia should not exceed 3 years. It is preferable that the age of students for admission does not exceed 27 years. Students who have obtained Master’s Degree in Science/Arts can be admitted to the post-graduate courses (Aspirantura) in higher educational institutions. Their age should preferably not exceed 35 years. It is necessary for all students to undergo medical examination, including HIV Blood Test, and obtain medical certificate testifying that Russian climate is not unfriendly to their health.

EXAMINATIONS AND MEDIUM OF INSTRUCTION

Fee-paying foreign students will normally be required only to pass the language test in order to be qualified for admission. Those who select Russian as the language of instruction are to attend Russian language course and pass the final exam to qualify for admission. At present several prominent Russian Universities and Academies offer English, French and some other languages as the medium of instruction for foreign students.

EXPENSES

Tuition Fees. Russian State higher education institutions offer fee-paying courses for Russian and foreign students. Tuition fees depend on the medium of instruction and may vary from one institution to another, from one specialty to another, but usually are between US$2,500 - 8,000 a year. For Preparatory/Foundation courses, the fee is US$1,500 - 6,000. Library and laboratory facilities are usually free of charge.
Cost of Living. Cost of living differs from city to city. Moscow is more expensive than other cities. It is recommended that students coming to Russia to study in Moscow have at least US$150 -US$200 per month for personal needs. Students are also advised to have clothing suitable for all seasons, including warm clothing for autumn, winter and early spring.
Accommodation. Practically every Russian higher education institution has hostels available for students. Its cost is usually quoted with the tuition fee. Indeed, institutions have an obligation to provide students with places in such hostels. Accommodation is in rooms shared with one or two other students. Some foreign students prefer to rent shared apartments.
Insurance. Health Care. Foreign students are to obtain medical insurance in the Russian Federation, which includes all medical aid and services, except chronic diseases and orthodontics. Students enjoying RF State scholarships will receive a significant premium reduction.

PART-TIME EMPLOYMENT

Students may take up part-time employment. Job opportunities are available on campus and through general employment agencies. Work permit is required and is issued by the relevant higher education institution and the local authorities.

The entry visas and registration upon arrival are necessary. Visa processing takes 5-6 weeks.

CULTURAL LIFE AND LEISURE

In their free time, students can go in for a wide range of cultural activities. Student travel agencies arrange trips, which provide an insight into the history and geography of Russia. Museums and galleries give students a greater understanding of the cultural and intellectual background of the country. Some theatres, museums and cinemas offer discounts to students. Cultural events are held on campus, usually free of charge or at a very low price. Students can also participate in scientific societies and other activities to their liking.
